JAM_DeleteMessage - Delete message from messagebase

ulong MsgNo_I);
Deletes message from messagebase by setting HdrOffset and UserCRC
in index to 0xFFFFFFFF. ActiveMsgs in base header also updated.

- The message base to use
- MsgNo_I
- The absolute message number. Message #0 is the first in the message
base.

- if successful
- JAM_IO_ERROR
- if an I/O error occured. See JAM_Errno(3)
- JAM_NOT_LOCKED
- if the message base is not locked
This funtion is available since JAMlib 1.4.0.
