Regexp::Common::URI::tv -- Returns a pattern for tv URIs.

Returns a pattern that recognizes TV uris as per an Internet draft
[DRAFT-URI-TV].
Under "{-keep}", the following
are returned:
- $1
- The entire URI.
- $2
- The scheme.
- $3
- The host.
